there are 3 categories for dealerships. tsb, recall, campaign

tsb are technical service bulletins. theyre diagnosis procedures and repair of common issues submitted by techs to manufacturer. manufacturer verifies the diagnosis and repair procedure, determines pay rate, and publishes the bulletin.

recalls are federally mandated. must be performed to comply with nhtsa standards. theyre supposed to be covered for the life of the vehicle i believe.

campaigns are voluntary. manufacturer notifies customer of applicable campaign. is not required to pass nhtsa standards etc.
