Good bulb, good fuse, headlight won't work.

The top light on my passenger side headlight will not turn on. I don't know if it worked before, but I only noticed it after putting my headlights back in from baking them to paint the housings. The driver side works fine, I even switched the bulbs, and the fuses to make sure it wasn't either of those, and nothing has changed. I removed the ballast before I baked it so I don't know why it would be that, unless it was already bad before I baked it. The only thing I can think of was I beat the hell out of the wiring harness to get it to unclip, cuz the pin to release it is underneath and like a dumbass I tried going from the top instead of from the wheel well, and ended up snapping the harness off from the headlight. But I mean, no wires seem to be disconnected or loose, and playing with them or wiggling anything around doesn't seem to do anything. So I have no idea. Any thoughts?

Slave the other ballast into place to confirm its bad.

Good idea. Don't know why i didn't think of that before. So what if the ballast is good?

Mostly likely you might have a break in the wire. Get a ohm meter and test to see if there's a break in the wire.
