You don't need it. It's there to prevent the converter from starting fires if tall dry grass were to touch the underneath of your car while parked on a lawn when the vehicle has just been driven and is hot. Just be cognizant of where you park.

As said, cat converter heat shield./
These commonly rust out, and rattle/buzz a lot on our cars, especially in the rust belt. Don't worry about it. If you still have some rasping., buzzing coming from the exhaust, remove the rest.
Just don't park over dry leaves on a hot day and you'll be fine.

Back in 1976, I spun a brand new Porsche 911 Cabriolet into a telephone poll backwards. There was tall dead grass all around us. That was the first year they had Cats. We cranked it up and when the cooling fan got up to speed, the grass ignited and flames shot out from under the car. We shoved it in gear and limped it away from the fire. I thought it was a goner. $5500 worth of damage and I paid high risk insurance for many years.
