Help does anyone know what this part is or what it does in trying to figure out if I leave it on or off

It's a cut off valve for the Motordyne spacer. It turns off the coolant flow to the throttle body, currently it is turned on. Since you live in H-Town you could turn it off and be just fine or you could leave it, it's not hurting anything.....
