Whinning steering pump

I have a 04' sedan manual. Yesterday after changing brakes and rotors I noticed a new sound. Seems like the steering pump. I checked the belts and the sound still lingered. It would go away and then come back. I check the fluid and it was cold max @ 40 degrees. I did turn the wheel a few times with the car off. My friend said maybe I have air in there because the car was off. Anyone have this problem?

Jack up front of car so that wheels are off the ground. With engine off, turn the wheel lock to lock a few times to flush any air out.

If that doesn't work, look into a fluid flush, but you may need to replace that pump if those two tricks don't work
