SES P0456 - EVAP purge valve?

I have P0456 SES light right now. I have had the P0455 code twice before and the fix was replacing the EVAP vent control valve assembly. Its a $100 part and 5-10 minutes of work. I believe the latest Nissan part# is: 14935-JF00B

This could be the 3rd faulty valve, car has 155,000 miles. Before buying a new valve, is there anything else I can check?

1. Gas cap is tight - and was replaced 2 years ago
2. I am catching whiffs of raw gasoline inside cabin when stopped and the heat is running
3. Gas gauge is inaccurate and has a mind of its own below 1/2 tank (I think this is unrelated)
4. No leaking gas or smell of gas outside car or under hood

This car has seen nothing but premium Shell 93 octane its entire life.

thanks.. so another thing I forgot to mention is my gas tank filler neck is rusting quite badly. Both times the light came on after filling up with gas, maybe a few start cycles later. I'm thinking the fuel cap may not be making a proper seal?
