Sure anyone can turn the boost up to achieve the number that they want. However, that will eventually break components.

It is crucial to have a good exhaust system on a supercharged car. Your supercharger creates parasydic loss. In short, that means it takes power to make power. Your supercharger is belt driven. Your engine crank turns everything. Now the harder that you make your supercharger work, the more strain it will put on your crank. In a nutshell why not allow everything to work easier and by allowing your supercharger to breathe better you are doing so...
