Maybe you need to rewatch the video. They asked him to get dressed, but he refused. They attempted to put handcuffs on him, but he resisted. They then took it to the next level of force and used a taser to gain compliance. The taser didn't work so they wrestled to put cuffs on him.

If someone resists it isn't as easy as "just throwing cuffs on him". You have to be much stronger than the person you are attempting to restrain in order to get their hands behind their backs. If the person is on a drugs it gets even harder. That is why you use the "drive stun" of the taser. It gives localized pain to gain compliance.
