The crash occurred Saturday night at Fletcher Parkway and Amaya Drive in La Mesa.
A 33-year-old man was turning left when the alleged racer ran a red light and hit him. The victim suffered head injuries and is in a coma.
The 17-year-old suspected racer and his 16-year-old passenger were seriously hurt.
The crash comes after legal races at Qualcomm Stadium recently ended because of lack of funding.
"They will be out on the street, so they're not only putting themselves at risk, but it's your family, it's my family, everybody is at risk. We don't know what street they're going to choose, but do know they're going to choose one," racelegal.com spokeswoman Lydia Denecochea said.
The other cars involved in the alleged race drove away.
If you have any information, please call La Mesa Police.
