Doesn't say exactly what business/location that is. Since the car has a bellevue bmw license frame, it's probably fairly close to me. (could be).
But I'd just have the building mangement call a tow truck every time he/she does that. $150 tow fees seem to be a good deterrent.

The tow hook cover is missing from the bumper - probably gets towed often enough that it's not worth putting back on.
