What you need to do is take 3 consecutive pictures of the same scene with different values of exposure (you'll need a tripod to eliminate any shifts in the scene). If you camera has "Exposure bracketing" you can use it to achieve that. Once you enable exposure bracketing, your camera will take 3 pictures where the scene will be underexposed, properly exposed, and finally - overexposed. You then take the 3 images (could be more if you wanted to create a more refined range), and create an HDR out of them in PS.
With regards to PS CS3, open it up, go to File --> Automate --> Merge to HDR... Choose the three images and PS will create a baselined HDR for you. From here, you can either accept the default values, or you can take further and do tone mapping to adjust the results. Tone Mapping is a bit more involve than to explain in a few sentences, but Google is your friend there is a wealth of information out there that explains the features of tone mapping and what can be done with it.

to save it as a jpg goto image -> mode -> 8bit.
it'll ask you to make some adjustments, and then you can save as a jpg.
