you can use a tooth pick for really fine scratches. A good trick is to use a matchbook. just rip off a match and use the back end to apply paint. it's stiff enough that it won't make a mess and give you good control.

I have done the following: Go to a craft store and get a very fine (00) paint brush. Then dip it into the paint, wipe the excess off the brush so that the brush is now a sharp point, rather than with the bristles going every which way. Let the brush dry until it hardens. Then dip the hardened end of the very fine brush into your paint and place the end into the scratch/chip and let the paint flow into the scratch as you slowly move along the scratch (with no pressure). Works for me!
