Can't find many with this problem.

Okay so my rear break lights work, blinkers work, hazards work but while I'm driving the rear running lights are not on what's so ever... No fuses are blown inside the car or under the hood...

Search the service manual. Also there are 3 different fuse blocks, did you check them all?

Yeah I did not a single fuse out. Took it to Nissan they said it would 136 dollars a hour to them to figure out what's wrong.

Get a multi meter, start at the bulb socket, follow the electrial diagram checking each point, until you get back to the fuse block. You will find the problem.

The fuse for the tail lights is in the IPDM-ER which is down behind the battery(has a black cover on it) I believe the top left fuse is for the tail lights.
