Wife's car overheating
 

Please help, neither of my rad fans are coming on until I turn on the a/c. With the a/c on they both work. I've found issues where neither work on here, but not this issue. I tried pulling the box out where the relay is located, but can't get it open. It's there a trick to this or do I need to buy the whole thing. I'd prefer not to buy the whole thing if I don't need to

"That box" is called the IPDM, look up a video on how to open it, there's a clip.
