Horn works and doesn't work (what do you guys think?)
 

Hey guys,
just noticed my horn wont work until I honk the horn over 5 times then it starts working fine. I've had the steering wheel replaced twice once because of trim issue and the other time because it wasn't the right fit. When locking the car with the key fob the horn chirps perfectly but from the inside I run into the issue I just stated. Could this be an electrical issue? (highly doubt it) or is the steering wheel faulty?
I called the dealer that I did the service with and they want to charge a diagnostic fee to find out what the issue is... My stance on this is "how many times will I have steering wheel issues?"
