I'd start by testing the injectors, if they pass (leave them all unplugged) then unplug the ECU, BCM, and IPDM and test the wiring to see if the short goes away.
At the IPDM harness test pins 51 and 19 to see if they're shorted to ground, if so then follow the wires and find where it's grounded. If they're not grounded then plug in the BCM and see if it shorts out, if so your BCM might have died internally. If it's still good then I'd junkyard another IPDM because it's likely fried.
Here's a picture of the IPDM harness to locate pins 51/19

Injector fuse causing ecm fuse to blow when in . With the injector fuse removed the ecm fuse does not blow. I checked the entire harness for shorts !!!! With the injectors unplugged and the injector fuse in, shouldn’t it break the circuit , right ? And not cause it to blow the ecm fuse ? But still does . Is my ecm screwed ? I highly doubt ? 2007 g35x vq35hr. Yes i looked at the FSM , looks like ecm sends power straight to injectors . Getting full 12v at all injectors as well. I ran thru all my other fuses and came to the conclusion that its defiantly the injector fuse causing the engine control fuse to blow . This happened out of the blue as well.
Where was this vehicle located during Hurricane Sandy?
The trouble that you are having is possible that your vehicle was involved in a flood?
Are you the original owner?
I'm on my third Infiniti and they are the most reliable vehicles I've ever owned.

Also as Telcoman suggested you may have a flood damaged vehicle that was not reported. If it suffered flood damage and was reported it would have a salvage title or in some states they go straight to scrap with no option for a rebuilt/salvage title. The IPDM can also get wet if the cover is not properly installed or if the cowl drain gets plugged up with debris and water overflows into the battery compartment.

Not a flood car . Second owner is me .
With ipdm connected it grounds the injectors. Keep in mind ecm and bcm are disconnected . When the ipdm connector e7 is disconnected the injectors are not grounded anymore . If e7 containing pin 51 is connected it will ground the injectors only if F106 is connected . BCM and ECM not connected so im guessing that connector has chassis grounds thru the firewall. Anyway , i took apart the ipdm and no sings of burns or anything like that , but i guess i gotta shell out $100 and see what happens .

I wonder if the OP ever had the VIN number run by an Infiniti dealer for a vehicle history prior to purchase?

Was the ecu properly programed with NATS and the vehicle VIN number?

IGNITION SIGNAL
Description
INFOID:0000000000956877
The ignition signal from the ECM is sent to and amplified by the power transistor. The power transistor turns
ON and OFF the ignition coil primary circuit. This ON/OFF operation induces the proper high voltage in the coil
secondary circuit.
