as I recall, you create a new layer with just the wheel arches and wheels, notice how they bleed into the door now. You distort the original image on the first layer, then move the full sized wheel arches where they need to be. You have to use a large delete brush to feather the insides of the wheel arches into the rest of the squeezed car.
