Cleric, Thanks for the Reply. Issues are No Brights on ether side, and replaced both Ballast, Both Bulbs. But, Still no brights and now one of the ebay Ballast has failed. I've Checked the Fuses and Relays, Just getting a little frustrated with this Car. My Son Brought it home a couple of weeks back, and I haven't stopped working on it since. Yes its a Used car. Would be cheaper to fix yours than change to halogen. Just get new guts. Stop buying eBay parts. Get junk yard oem ballasts, and some new ignitors for like $5. Stop halfassing it and you'll stop getting frustrated.

Ok if you have lights but just not the high beams then it's definitely not the ballast, first:

-Check fuses 71, 78, 88 in the IPDM.
-Next check fuses 1, 6, 18 in Fuse Block - J/B.
-Then disconnect the lamp connector and probe terminal 2 (LH is brown, RH is red/yellow stripe) for battery voltage while you have someone operate the high/low switch.
-Next disconnect the battery, unplug the IPDM harness and verify continuity between pins 28/27 off to their respective wire from the previous step, they're the same color so easy to find.
-Next verify the BLACK wire from each harness has continuity to where it grounds on the chassis in the engine compartment front of the wheel well.

You already replaced ballasts and headlights so I don't see a reason to bench test those, you say you CHECKED the relay for the high beam which is directly below the ECM relay and directly on top of the low beam relay. Did you bench test the relay with a meter to VERIFY it works or are you just "feeling it click", did you replace the relay? You were a little vague on that step but if you didn't actually bench test the relay then I would swap the low and high beam relays to verify that it actually works.

If it STILL doesn't work then it's narrowed down to 3 components, the lighting switch itself, the BCM, or the IPDM. When the switch is turned to high beams it sends the signal to the BCM which then actuates the IPDM relay to turn the lights on. The switch and BCM can be tested by the dealership Consult-II. I don't THINK Nissan Datascan II can see the high beam BCM function but you could email them and ask because NDS2 is cheaper than going to the dealership for a diagnostic.

In the future it's a lot cheaper and easier to troubleshoot a problem rather than throwing parts at a car hoping it gets fixed.
