Front license plate bracket has a broken anchor nut in the bumper

My front license plate bracket has a broken anchor nut that is inside the bumper. This causes the bracket to tilt sideways and the left side that has the broken anchor nut jiggles a lot. Also, I can't get the screw out because the screw is screwed into the back side of the anchor behind th front bumper.

Right now, I have it rigged up with a piece of cardboard stuck in between the screw so that it doesn't jiggle or tilt sideways very much.

What are my options for fixing this? I'm assuming I'll have to remove the bumper and replace the anchor nut.

Thanks!
