Nice ride. Clean. Good work so far.
IMHO:
I say chrome lip... don't care if other folks have it. It will flow with the head lights and emblems (need to add the Mt.Fugi back on the rear). Chrome pops off the IP. Put the red tails back in if you go this route.
If you do go with the white lip, I would suggest a Gialla style grille with black mesh (swapping the lower bumper mesh to match the grille mesh is a nice touch also), and skip the emblems altogether. Then paint headlamps to black match the wheels and tails, and black out your top.

dont want Mt fuji on the rear, want to bake my head light like my buddy did a PS on his IP.
top will be wrapped with matte black 3m Di-noc. and i dont want to mess with stock bumper as im gonna go kuruma.

Nice. Sounds like you got a plan. 
With the mods you mentioned, since you'll be elimination all chrome accents anyway, I think you could pull off the white lip just fine. I'd like to see it.

thats currently the plan, but always open to new ideas. and i dont really like the other grills w/o the badge. its looks like a black hole if i paint it. thats y i like the OEM one cuz it break it up. might paint the badge after i paint the lights, but IDK yet
^I have an extra grille, blacked out. People usually leave the emblem chrome (which I had for a while), but the painted the Mt.Fugi black as well (I had the emblems on the rear black too) and rocked that for a while. The grille looked great blacked out.
