yeah I hate drivers like that,almost had me a few of those.

the minivan is not at fault.......so they told the insurance..really hate people who brake really hard for no reason, just to stop or slow down and look at things...

In these rear-end accidents is the person behind always at fault? What if someone rly SLAMMED their brakes hard and you had no time to react? tough luck?

Correct, then you were following too close. For example if the person ahead of you has an animal run in front of them, they may slam on their brakes.
The insurance company and Popos will say you weren't driving defensively.
