To remove it, start from the passenger side. Remove the push clips holding the cowl to the car. In the center of the car there should be a break, pull up on the passenger half to release the clip....

No idea. Easiest way is to take the wheel off and stack washers on the studs and then put the wheel back on and lower it back down. Figure out where you want the wheel to sit and order that size...
