Just ballast, no wires?

I purcahsed a pair with all the wires that I used for my quad retro on ebay for $75. So IMO your price is a bit high.

if you had the ignitor for 06-07 bulbs, than you should be fine. 03-05 and 06-07 have the same ballast but different ignitor.
