What would it take to get my current rims to have that type of lip? Is it paint? Powdercoating or much more involved?

These have an Anodized lip with matte black face and inner barrel.....not a cheep option

I want these so bad. Don't think they will look good on an 06 coupe with the sport bumper and sides only though.
