i have a set of 19in rays i am selling. Asking 650+ shipping obo.. located in seattle.. Locals have first dibs! 2 of the rims are in perfect condition and the other 2 have minor curb rashes..

 

By saying that locals have first dibs, does that mean its not available immediately for others that need is shipped? Other words, if I were to offer to buy it now, would I have to wait a week or so, to see if it sell locally first, before I can buy them?
