Im about to buy a used JL 250/1 - JL 12W3V2 / ZEnclosures box all for $400..

is that good deal? will that give some good bass but nothing crazy in my sedan?

It's not a good deal, but they're not ripping you off either... It's about market price.

And yeah, it will be an improvement to your system...
