Dynamat may not fully solve that. Try it out and if it doesn't, get some open celled foam and place it between the licence plate and the vehicle. You can hold it in place with double sided velcro and cut out holes where you screw the plate into the car. I used Second Skin Rattle Pad when I had my Accord, but for your case you don't need that, I just had leftover. Make sure that whatever you get, if waters gets on it (such as from rain or washing the car), it will not damage the foam or cause molding. I know the Rattle Pad won't, but unless you have a use for 9 sq. ft., 30 bucks is a bit much to solve the rattle.
