2007 G35 - Climate Control Intermittent

As the colder temps approached the climate control began acting up. When the car is cold (outside 30s to 50s) the blower doesn’t come on. Typically by afternoon with the temp > 55+ the blower seems to work. I measured the voltage on the blower connector while it was still connected; when the system is not working and it was about 5v to 6v and when it was working it would be about 13v. I don’t notice any sluggishness to the blower operation when it is working so it seems to me that the blower is probably ok.
My guess is the problem resides in a solid state circuit controlling the blower. The Radio, NAV and everything else is working fine on the car so it doesn’t seem it is related to the radio/climate control problem I have read about on older models.
Any insights, guidance or suggestions would be greatly appreciated?
Thank-you

Not sure how long you're leaving the car running before your tests, but until the engine warms up, and there's hot coolant running through the heater core, the car doesn't blow air through it. Once the engine temp rises and it will be blowing warm air, it'll kick up the fans.

If you're only making short <5min drives, it'll probably never get hot enough to start blowing.

Thanks for the reply. I understand what you are referring too and that's not the issue in this case. It used to work fine and now after 25 min drive still nothing.
When this problem first started I could shut off the car then restart it and the problem would go away. Now that trick very rarely works.
