05 G35 Sedan factory non BOSE radio. How do I tune to a specific channel? IOW if I am on 9 and want to go to 10, I hit the up button and it jumps to 14. Could the previous owner have some channels blocked? If so how do I do a reset?

Which button are you using? The ones in the steering wheel and the "SEEK | TRACK" button (next to the volume ****) cycles through your preset stations. Pres the "TUNE" button on the left side to move individual channels.

Some channels may not appear depending on your service plan. I have the XM mostly music plan so I don't even see many of the upper talk radio/sport stations.
