So my a/c hasn't been working for a long time and my cigar lighter went out about a year ago. I checked my fuses and the blower motor fuse and cigar lighter and a couple of others were blown out (fuse box near driver side pedals).I changed the fuses but when I check with the voltmeter it doesn't light up.

Anybody have an idea what it could be. I've been trying to figure this out for a while now and still can't seem to find any information.
