How to get rid of scuff/cone marks?

How to get rid of scuff/cone marks?

Maybe this should be in the detailing section, but how in the hell do you get rid of cone scuff marks? The obvious answer is to not hit any cones. But right now I have three scuffs on my front bumper, and they won't just wipe off...

Porter Cable orbital buffer, and Meguiar's speed glaze. That's what I use (more often than I like to admit).

I have some fairly deep paint scuffs on my front right because I scraped the side of the garage entrance (DOH!!). My friend has a random buffer I think. Is that good or do you want to go with an orbital one?
