Dealer scratched wheels

I took my car to the dealer to have new tires put on and told them to be careful, but as you can see there are some pretty bad scratches. I showed them the scratches but of course they said that "how else can we get the weights off". Should I accept this or complain further? Anybody else have this happen?
These wheels are so crappy, why are the insides black instead of silver, it wont come off.

They are suppose to use a plastic scrapper specially made for that task. I work at BMW thats what we use.
