When the car is cold I hear a whining noise coming from the right side. When I'm on the highway and go over 60mph the steering wheel starts vibrating.I had my tires rebalanced before and it helped, but then it came back. Thanks for the help

 

jack up each corner and pull on each wheel to see if it moves back and forth
