Rear 245/40/19 - Will I have to roll my rear fender with Tein S spings?

I have ready to go Tein S Tech springs, Tokico Blue shocks/struts, and SPC rear camber kit. My rear rim is 19x8.5 the current tire size is 245/40/19 with an offset of +20. So with that said I have two questions...

1. Will I need to roll my rear fenders with the current tire size.

2. How wide of a tire can I go with being my rear wheel is only 8.5 wide?
