How low before needing the SPC hub shims and Elongating the rear toe bolt hole

How low before needing the SPC hub shims and Elongating the rear toe bolt hole

I've searched around a little but nada...

Anyone know how low or what the maximum drop is before it's necessary to install the front SPC hub shims(for extra camber adjustment) and the elongating the rear toe bolt hole(for extra toe adjustment)?

...or your drop amount and if you were told that they couldn't get your front camber and rear toe back to acceptable specs.
