Power Steering Problem

I have a 2005 G35 Coupe with about 50,000 miles on it. Last friday when I turned into it parking lot at work I noticed the steering seems to get stiff like it wasn't getting assist. It cleared right up but then Saturday it started to do it again and now it does nothing but that. It it hard to turn like it catches. I checked the fluid and it is fine and there is no leaks under the car. I work for Nissan dealer and the techs drove it and said it was the pump. I put new Nissan pump on it and now it does the exact same thing but maybe a little worse. I called Infiniti dealer and they said they didn't think it was the rack cause it was not leaking. Any input would be a big help. When the car is sitting still and you turn the wheel either direction it simply acts like it's not getting assist then it will turn then be hard again.
