Toe bolt removal

Hey guys! Anyone ever had problems removing the spring cup toe bolt?? Mine seems to be jammed in the bushing. Im able to turn the bolt but it is pretty hard. Someone have any tips?

Is the spring still in the cup?

No I tryed with the cup completely loose

Sounds like the bolt is seized inside the bushing.
