Compression Rod ball joint question

I was checking out some suspension components on my car the other day and noticed the ball joint on the compression rods looked like they weren't seated all the way. I tried tightening them a few time but can't get them any tighter. It almost looks like the ball joint shim isn't far enough down on the stud, but it won't go any further down. When I replaced the old ones I don't remember there being a gap between the boot and the shim. My suspension makes a noise when going over certain bumps, but that could be because I need new lower control arms, but I haven't pinpointed which piece is making the noise. So pretty much my question is, is this normal or no? The compression rods were replaced a little over a year ago so I'm hoping they don't need to be replaced again already.
