Wierd "flaking" on front Bumber...

Wierd "flaking" on front Bumber...

I recently picked up an '03 Sedan, it has your standard mild scratches and imperfections that I need to take care of and repair...

One thing I noticed is that the front bumper has this strange flaking/scaling on the bend just below the drivers side headlight lens right on the corner of the bumper.

It seems slightly brittle to the touch and I am afraid to try and repair this myself as I have never seen something like this before.

It almost appears to be some sort of stress cracking.

Anyone ever seen anything like this?
Any ideas what it might be or how I might address it other than a body shop?

Could be the car was repaired in that area.....Let a good body shop look at it and give you an estimate.
