Headlights have FOG/GLARE

I got a 03 sedan and I am noticing this glare/fog on the headlights, that is very hard to get rid of. I tried washing them, windexing the light cover, but still doesnt get rid of the glare/fox.

Is there a certain spray or way to move it up remove that glare?

3M Plastic Cleaner

Other brands are coming out with products specifically for headlights as well. Haven't used any of them, but 3M works for me.

After a good washing use a clearcoat polish. I had the same problem and it works just fine. I also have a clue to what causes the problem outside of any damage that occurs from sunlight and wear and tear. DONOT USE window cleaner on the lenses. I used to use stoner's glass cleaner and it messed up my lights.
