I use a little bit of tire shine on a rag and wipe again with a dry rag or towel, taking the excess off.
...but like with any other tire shine, the shine goes away after a week or so(or when it rains). Even after it washes away and becomes dull again, it still looks slightly better than it was before.

Yeah, gotta hit it with the BLACK WOW (or some other vinyl restorer, however I prefer WOW cause it has no dyes) first to bring back the original color, then you can switch out to something like a vinyl dressing to maintain it once a week.
