Cleaning tires

I clean my car at least once a week, but now that the car is over a year old, I'm starting to notice that the tires don't shine as much as they used to after I apply my tire shine products (I tried a few). It looks like the tires have a thin film of dirt on them. I tried cleaning them with a tire brush and soap/water but it doesn't seem to come off. Have any of you had the same experience and what products can you suggest (tire cleaning I assume) to help me get that shine back. More than anything else, the car looks great when the rims and tires are shiny.

I use this: http://properautocare.com/hi-c32.html on my tires about once a year. I just use it on the tires 1:1 dilution. I keep cleaning/rinsing, until the foam produced from with a cleaning brush is white. Usually takes 3 passes.

I used to use Westley's Bleach White until I realized that I can use a degreaser and get the same results. Pick up a gallon of simple green, Castrol deep purple degreaser (sumtin like that), or whatever, you can even dilute. Gallon costs under 10 Beans and will last ya for a long time. You can use it on ur carpets too!
