2 questions...need help

1. I have an '05 coupe, and behind the plastic that is in front of gauge cluster looks like spots of some sort. I don't know what it could be. Anyone else experience this, and is it possible to clean by taking the gauge cluster out?

2. I have new tires, fresh alignment/balance, and my steering wheel has vibration at certain speeds. Particulary higher speeds from 60 up, except around the 85 mark is good, but higher shakes again. Anyone have suggestions for this problem? I was thinking tie rods, but I really don't know what else it could be.

1 - ?
2 - It is most likely that the wheels are not centered. This happens quite often and is an easy fix. Just jack up the car and loosen the bolts on each wheel one by one, then very carefully re-tighten using the correct bolt sequence. If you are feeling it in the steering, just do the front.

I find what works best is to tighten all the bolts by hand until they are almost touching, then slowly tighten until one touches while rocking the wheel back and forth. Then do the same for the next nut... Once they are all hand tight and the wheel doesn't move, then pull out the wrench and tighten them down to spec.
