Shortblock Build.. What is the best route to go!

Shortblock Build.. What is the best route to go!
I have searched around for past 2 weeks and i want to just get the publics opinion on what you feel is the best way to go for a shortblock build.
Options i have thought about so far:
1.GTM stage 1 or higher shortblock
2.Having Performance Factory build the stock shortblock.
I hear nothing but great things from both shops. There is a local "bulletproof" that has the GTM and he sucessfully made 600+ rwhp and from what i read the install and tune went pretty well.
Performance Factory on the other had has an amazing staff and is by far capable of meeting my goals. I also plan on having PF do the install and tuning. I believe in their work and want nothing but the best for my car.
For the Specialist/Guru's out there if you were to do a build on a shortblock what would you look to upgrade and with what parts? To get a better idea of how much i would be willing to pay in upgraded parts for the SB lets put a price tag at 5,500 - or less.

I'm no genius on this subject but I don't think you're going to be able to get much accomplished with a $5500 budget! If thats all you can spend; you could probably find a used SC or TT and get it installed, but thats about it!
5500 is cost of parts for a shortblock itself.. not the whole turbo build.. strictly the shortblock.
i know i will be spending more for everything but my budget i set for the shortblock is 5500 sorry if i made this unclear.
