Gas pedal limiter block?

The 03 G I recently purchased had a set of Momo pedals that were in pretty bad shape. The rubber inserts were missing on the brake pedal so I ordered a new set to replace them. When I went to remove the gas pedal cover I noticed a square block on the back of the factory pedal that limits the travel of the pedal before stopping on the floor. I have not seen a car with one of these in quite some time. I am assuming this is factory?

taking the block off increases throttle voltage by a little bit causing the tb to open up by a minimal percentage. i dont see that big of a difference taking it off. leave it on and prevent unexpected problems like gas pedal jamming onto something. im pretty sure theres a reason why its there.
