Budget Motor Build - Thoughts / Help

The Back Story:
OK, so a few weeks ago I broke a rod on my Vortech Supercharged 05 Sedan (Rev-up). This completely destroyed the short block, and did minor damage to the heads (repairable), but this is irrelevant, and I was able to locate a used Rev-up motor (complete) to build as a replacement. The donor motor is an oil consumption motor... Is there anything I need to do to it, or should the rebuild resolve the oil consumption issue? I have a limited budget, but wanted to build the motor to handle the boost better. Nothing to crazy, but enough that if I wanted to up the boost in the future, I wouldn't need to worry about anything. I have around $2500-$3000 to spend on parts (in addition to getting the donor motor).
The Plan:
Wiseco Pistons 95.5mm (9.0:1) & Eagle Rods... Nothing fancy, but decent parts.
ARP L19 Head Bolts, Mains, etc. (overkill?)
New ACL bearings
New OEM Engine Gasket kit
New Water Pump (Since the motor will be apart)
New Clutch Disk (disk only since the motor will be apart)
The Heads will be decked, and gone over before being used.
The Questions:
Is there anything else I should be looking at?
Should I look at better head gaskets, or should OEM be OK?
Are the ARP L19's overkill, and not needed? Would ARP 2000's or stock suffice?
Is there anything else maintenance wise I should do while the motor is apart?
Is there anything special needed to be done to stop oil consumption, or should the rebuild take care of that?
Are there better Pistons and/or Rods for around the same price?
Are the Piston Rings that come with the Wiseco pistons decent? Are there better options worth buying?
Is there anything I missed or overlooked?

Wiseco pistons and eagle rods should go to 600whp or so and can be had for around $1k. (Ams motorsports)
I think youve got a great starting list for parts, I would go with another head gasket, and as mention above a revup oil pump. Otherwise it looks likr you should have a pretty solid build.
Im not sure you will come in under budget though...
