can't get antifreeze drained

can't get antifreeze drained
I took off the drain plug at the bottom of the radiator than took off the cap to it than took off the one to the heater an drained out an I put water back in it (I'm flushing it) an it only took a gallon of water I ran it up the road it didn get hot I ran ac an heater also
