on your OEM upper plenum there are 2 nipples that come out the bottom of the plenum. coolant runs through those nipples to heat up the plenum/throttle body area when there are freezing temperatures. When its hot you dont want the hot coolant running around so you turn the valve off so that it stays cooler.

oh i see. so theres actually coolant being circulated within the plenum? so if the plenum were to crack some coolant would come out?

No coolant won't come out if the plenum cracks because that coolant goes around a tube that is casted around inside the plenum. I actually disconnected those on my car and plugged up the holes on the coolant pipes because Texas never gets cold enough to really need it
