Are these wheels two piece or three piece?

If they are two piece wheels, the rim should be a single piece. I don't see why you couldn't let all the air out of the tire and swap the centers.

I don't see what dismounting the tire buys you if there is no air in the tire.

They are 3 piece, welded to make a two piece.

I also don't know why you couldn't just let the air out of the tires and swap the centers.

Correct. I guess you could try leaving the tires on but I have no idea.
