Howard Park is Pinellas' little secret, meaning all locals. This time of the year it's easy to find parking... go back in spring, it's lined up with beach chairs and your favorite eye candy.
Dunedin Causeway is an good alternative and easier to find from Tampa. Lots of people launching Jetskis on the south side. Then there's huge parking lots on Honeymoon Island, National (or State?) park and runs $3-5 for entry per car/passengers. Once you're in you can go to the beach, have a beer at the little stand, or take a pontoon boat over to Caladesi (#1 park in US 2005) for $9.
